The new project provides incubation facilities to up to eight start-ups and small-sized Egyptian companies. The new incubator is the first to be located outside Cairo. The Technology Incubation Project was inaugurated by Minister of Communications and Information Technology Dr. Tarek Kamel together with Minister of Higher Education and Scientific Research Dr. Hani Helal.

Helwan Inaugurations comprised the commencement of the Integrated Sales Center of Maadi (Satellite Center), three post premises; Saf Al-Balad and Helwan Al-Hamamat post offices together with Maadi Post Complex. Minister Tarek Kamel along with Helwan Governor Dr. Mohammed Hazem al-Quwaidhi witnessed the inaugurations.

Held for the first time in Egypt under the auspices of President Hosni Mubarak during the period from 16-23 August, the 20th round of the International Olympiad in Informatics (IOI) kicked off at Mubarak City for Education in 6th of October Governorate. IOI is an annual international informatics competition for youths under 20 held in one of the member States in the International Informatics Committee. About 320 contestants representing 80 countries and aged between 12–20 years are taking part in this year's contest. The contest is organized by MCIT in cooperation with the Ministries of Education, Interior, Civil Aviation, Tourism and Higher Education and Scientific Research and Arab Academy for Science, Technology and Maritime Transport.

A high-level official delegation headed by Dr. Hoda Baraka, First Deputy to Minister of CIT, represented Egypt at the Microsoft Imagine Cup 2008 finals in Paris. Microsoft announced during the finals that Egypt had been officially chosen to host Imagine Cup 2009, turning over the Imagine Cup Flag to Dr. Baraka. This year, a team from Helwan University's Faculty of Information and computer Science represented Egypt in the tournament. The team "Creative Mind" Team - composed of four students and a mentor - was selected from the top five teams to receive a special award for rural areas development.

During the Ministerial Meeting on the Future of the Internet Economy, OECD officially declared Egypt as a Regular Observer in the ICCP. Egypt also announced its adoption of the "Seoul Declaration on the Future of the Internet Economy". Over the course of the two-day conference, Dr. Kamel contributed to the roundtable entitled: "Benefiting from Convergence" which discussed convergence policies and regulatory frameworks and the needed adjustments to upgrade convergence technologies and support the existence of the next generation networks in the coming phase. On the sidelines of the event, Dr. Kamel held a number of meetings with his counterparts from countries like France, Australia and India as well as heads of international ICT companies. Minister Kamel also visited the premises of mega Korean ICT companies during the mission.
